Chairman of TARA Consulting and Project Management Ltd., specializing in leading organizational change in business organizations, public institutions and associations. Lecturer at the Herzliya Interdisciplinary Center School of Governance, the Hebrew University of Jerusalem’s School of Public Policy and at the IDF’s National Security College. Former Cabinet Secretary of the 31st Israeli Government. Many years of experience in governance and regulation, both in the municipal arena – with 14 years at the Jerusalem Municipality, of which about a decade as assistant to the Mayor, and on the national level – holding various senior positions at the Ministry of Finance, Ministry of Industry and Commerce, Ministry of Communication, Israel Land Administration and the Prime Minister’s Office. In addition, served as board member in both public and business corporations and as a member of governmental committees. Earned a B.A in International Relations and Middle Eastern Studies from the Hebrew University of Jerusalem. Lieutenant Colonel (Reserves) in the IDF’s 8200 unit.
